On November 22, 2018, GraSPP hosted a research seminar titled \u201cAIIB Today\u2014Its Governance & the Rule of Law\u2014\u201d with Graduate Program on Human Security (HSP), Graduate School of Arts & Sciences.<\/p>\n

The Asian Infrastructure Investment Bank\u00a0(AIIB) began its operations in January 2016. Together with China\u2019s Belt and Road Initiative (BRI), \u201cAIIB\u201d is one of the most popular topics today for the people involved in development finance with a focus on Asia. Some people express concerns on AIIB\u2019s governance, transparency and accountability and others wonder if AIIB could be independent of China\u2019s political influence. Good governance, transparency and accountability have been concerns for Japanese policy makers while AIIB\u2019s growing presence appears to attract interests of Japan\u2019s businesses in the context of China\u2019s BRI.<\/p>\n

While addressing these concerns and questions and seeking clearer views about AIIB, the seminar provided the audience with an opportunity to discuss possible policies of Japan to cooperate and collaborate with AIIB as well as China for its BRI. The main focus was governance and the rule of law, and access to justice for sustainable development as prescribed in the Goal 16 of the United Nations Sustainable Development Goals\u00a0(SDGs).<\/p>\n

Two speakers from AIIB, Mr. Gerard Sanders, General Counsel, and Ms. Ranjini Ramakrishnan, Senior Counsel, gave an overview of AIIB. The participants learned how AIIB was working for dispelling the concerns on issues on its governance, transparency and accountability as well as how it was complementary to China\u2019s BRI. The panel session, joined by Prof. Yasunobu Sato from HSP and Prof. Toshiro Nishizawa from GraSPP, invited the audience to discuss implications for Japan\u2019s policy directions going forward.<\/p>\n

The Asian Infrastructure Investment Bank (AIIB) began its operations in January 2016. Loans approved since inception have reached US$6.3 billion. The total number of member countries plus other countries whose membership applications have been approved by AIIB has reached 87 worldwide, with all G20 countries except Japan, Mexico and the United States having joined or in the process to join the Bank. Good governance, transparency and accountability have been concerns for Japanese policy makers while AIIB\u2019s growing presence appears to attract interests of Japan\u2019s businesses in the context of China\u2019s Belt and Road Initiative (BRI).<\/span><\/span><\/p>\n

Objectives:<\/p>\n

We learn how AIIB is working for dispelling the concerns on issues on its governance, transparency and accountability as well as how it is independent of and in the meanwhile complementary to China\u2019s BRI. We discuss possible policies of Japan to cooperate and collaborate with AIIB as well as China for its BRI for rule of law and access to justice for sustainable development as prescribed in the Goal 16 of the United Nations Sustainable Development Goals (SDGs).<\/span><\/span><\/p>\n
